In 1812, Col. George Shoemaker brought nine wagonloads of anthracite coal from the mines at Pottsville down the turnpikes to Philadelphia. He only managed to sell two wagonloads before his first customers, failing to get the stuff to light in their fireplaces, started to riot and accused him of being a fraudster who sold rocks as coal.

He had to give the rest of the coal away. He only earned enough to cover the cost of the tolls in bringing the coal to market.

To the German farmers, coal seemed inconsequential. They could not have imagined how their nascent agrarian civilization would soon be overshadowed by a world of steam-powered machines, boomtowns crowded with immigrants and a new upper crust who would wrest the county seat from them a generation later.

After that first year, the Court of Common Pleas be-gan to hold sessions in a house in Orwigsburg and, eventually, the three-man committee would select that town as the government seat.

On March 12, 1813, the General Assembly passed an act that incorporated Or-wigsburg as a borough. At that time, the state government was in a similar situation as the new county's government.
