India, Pak to compete for vacancy at WTO's highest court
India and Pakistan will fight hard for a position of judge of the highest court of the WTO for trade disputes, the Appellate Body - after New Delhi nominated former trade envoy Ujal Singh Bhatia as its candidate .
As more candidates are expected to join the race for two vacancies on the Appellate Body, which will be completed by the end of this year, India and Pakistan have already warped the land by naming their envoys recent trade."I am pleased to inform you of our decision to appoint Ujal Singh Bhatia of India as a candidate for membership of the Appellate Body," India's trade envoy Ambassador Jayant Dasgupta said to his counterpart Ambassador Elin Ostebo Johansen, President for the body of the WTO dispute settlement.
"Bhatia," wrote the ambassador Dasgupta, "has played an active role in the process of dispute resolution both as a panelist and as a representative of India in the case of disputes."
Bhatia was Ambassador of India to the WTO in 2004 and 2010.
Earlier, Pakistan has named its former envoy of Commerce Manzoor Ahmad, who worked closely with the Ministry of Commerce, Islamabad. He also served on panels for settling disputes and has represented Pakistan at the World Customs Organization.
Ahmad is counted as a strong commercial Liberalization, sources said.
The Appellate Body shall be the legal member of the WTO and is counted as a jewel in the crown to settle complex litigation in world trade.
It is a permanent body composed of seven persons who may confirm, modify or reverse the legal findings and conclusions submitted by a dispute settlement panel, which is the lower court.

Late yesterday U.S. Senator Lindsey Graham (R-SC) introduced legislation (S.1043) that would require the U.S. Trade Representative (USTR) to negotiate fair treatment of border tax for U.S. goods and services within the WTO in January 1, 2010. U.S. manufacturers and service providers face serious disadvantages in the global market due to the external border adjusted taxes such as value added tax (VAT) taxes. In 2007, these foreign border tax schemes served as a combined 4 billion trade barrier to U.S. exports and export subsidies for our foreign competitors.
